On Monday 7 September, the Ethereum Foundation’s Protocol cluster published two notes. One grades 62 EIPs proposed for Hegotá, the hard fork after Glamsterdam. The other sets a north star: an L1 that is quantum-resistant by December 2029, across three layers — execution, consensus, data. The blog holds the line: Hegotá is not the post-quantum fork. It is the fork that decides whether the later ones arrive on time. Not a crystal. A calendar.

Glamsterdam is aimed at December 2026. Client teams, still per the Foundation, can start Hegotá implementation in late Q4 2026. The name: Heze + Bogotá. A Reddit AMA is set for 16 September, 14:00 UTC, on r/ethereum. That is the file. The rest is a cadence.

Two S-tiers, not sixty-two

The unified list is a first for the cluster: about 60 researchers and engineers, nine Protocol teams. Of 62 proposals, two are graded S, “must-ship”. 15 are expected to ship. 28 are declined, with reasons written down. The rest is not a menu.

Consensus: EIP-7805, FOCIL — Fork-choice enforced Inclusion Lists. Validators impose a set of transactions a block must include to stay valid. The Foundation: a user has a path to land an eligible transaction without relying on centralised builders. Execution: EIP-8141, Frame Transactions. Validation, execution, gas payment, programmable at the protocol. A native route away from secp256k1 keys. New signature schemes without a hard fork per scheme. That is the bridge toward post-quantum. Not a magic computer. A transaction format.

December 2029, an aggressive assumption

The north star: L1 quantum-resistant by December 2029. That date, Protocol writes, lines up with the 2029 migration targets at Google, Cloudflare and Microsoft. Q-day — when a machine would break today’s crypto — nobody holds. For now, Ethereum L1 should plan for Q-day as early as 2030. “Deliberately aggressive”, the blog says. Most estimates put it later. We may never see it. The self-imposed deadline stays non-negotiable until January 2027, then a reassessment with outside experts.

Under the July map, full readiness sits at L*, five hard forks after Glamsterdam. Glamsterdam in December 2026 and L* in December 2029: an average cadence of 7.2 months per fork. Little slack. A “minimum viable post-quantum” milestone, MV-PQ, is planned at J*: a post-quantum heartbeat on consensus, leanDA, leanSPHINCS transactions. Designed to keep Ethereum running through Q-day, with reduced guarantees. Researchers have not yet said which. We do not invent them. A secp256k1 wallet today is not drained tonight by a machine that does not exist at scale.

What is held

Not an ether price. Not “Ethereum is already quantum-safe”. A fork that frames the ones after it. An L1, not your Layer 2s. Frame opens a signature migration. FOCIL opens inclusion. The two must ship together, and the interaction must hold, Protocol writes. Reading Hegotá as the end of ECDSA would be a novel. Reading a scoping, two S-tiers, a date, a 2027 review: that is the paper.
