On Friday 4 September, the Sejm failed to override President Karol Nawrocki’s veto of the crypto-asset market bill. CryptoBriefing: 241 for, 198 against, 3 abstentions, of 442 present per BitcoinEthereumNews. It needed 266, three fifths. Twenty-five votes. Third veto. Earlier attempts, in December 2025 then in spring 2026, already missed the bar: CryptoRank cites 243-192 then 243-191. Poland remains, per CryptoBriefing, the only EU member state without a national law adapting MiCA.

Donald Tusk had pushed the text. Public motive: supervision, fraud, criminal networks. Nawrocki, at the June veto, said he supports regulation but finds the bill too restrictive. Line cited by CryptoRank: « Bad law does not become good law simply because it is passed a hundred times. » PiS, Confederation, Rozwój Plus: against the override, according to Digital Watch and CryptoBriefing.

What the bill would have done

Designate the KNF, the financial supervisor, as the MiCA-aligned crypto regulator. Elsewhere in Europe, MiCA has applied since 1 July 2026. In France we told year one. In Poland, without a national transpo, no MiCA licence can be issued, writes Cointribune. Firms will licence elsewhere. This is not « crypto banned ». It is a missing desk. FinanceFeeds: on Friday the KNF said the country still has no designated authority to supervise the crypto-asset market.

Zondacrypto, the file next door

The debate snagged on Zondacrypto, the exchange formerly BitBay. BitcoinEthereumNews: prosecutors tied the case to the 2022 disappearance of founder Sylwester Suszek and put investor losses at at least 350 million zlotys, about $95 million. Tusk, before the Sejm, per Bitcoin.com: the exchange « infiltrated the Polish state for a long time and without hindrance ». That is a political accusation. It is not a judgment we hold here. The Finance Ministry, Rzeczpospolita via CryptoBriefing, is preparing a new draft.

For a French reader the lesson is not « Warsaw kills crypto ». It is that an EU regulation without a national authority leaves a hole. Privacy tokens and platforms do not wait for Warsaw. They licence elsewhere, or they leave.
